SB 256, Authorizes Alaska to Join EMS Compact

JUNEAU – Yesterday SB 256 by Senator Robb Myers (R – North Pole) – authorizing Alaska to join the Recognition of EMS Personnel Licensure Interstate Compact (REPLICA) -- passed the Legislature.

The compact allows EMT’s and paramedics to work across state lines in participating states while maintaining state-based licensure and oversite.

“This bill allows more freedom of movement for EMS personnel,” Senator Myers said. “When more EMT’s and paramedics are able to practice within the state, it increases our capacity for rapid deployments during emergencies and disasters, but may also entice a few more to call Alaska home.”

For example, during wildfire season, incoming fire crews can immediately put their medical personnel to work in the field instead of waiting for approval from the Department of Health, and when disaster occur in the Lower 48, our emergency personnel can do the same.

While Alaska’s standards and examinations are nationally recognized, providers must obtain separate licenses to work in other states.

With the passage of the bill, Alaska will still retain complete authority over discipline, scope of practice, and licensure. Licenses will be evaluated in accordance to Alaska law.

Originally a standalone bill, SB 256 was amended into the omnibus bill HB 110, which passed the Senate in a vote of 13 to 7.

The omnibus package will now be transmitted to Governor Mike Dunleavy (R – Alaska) for consideration.
